Zoning decides what you can build

Every plot sits inside a spatial plan that says what it is designated for — residential, tourism, commercial, agricultural, or protected green belt. That designation governs what permits can be issued, so it constrains your plans far more than the size or shape of the land does.

Designations you will meet in Bali

Listings show the designation as free text because wording varies between regencies.

  • Perumahan (residential) — housing, usually with limits on commercial activity.
  • Pariwisata (tourism) — accommodation and tourism uses, relevant if you intend to let to guests.
  • Perdagangan dan jasa (commercial and services) — shops, offices, workshops.
  • Jalur hijau (green belt) — protected agricultural land where building permits are heavily restricted.
  • Mixed use — combinations, with the detail in the local plan rather than the label.

How to check a specific plot

Ask the seller for the plot number from the certificate, then request a zoning information letter from the local planning office. A notary or a local architect can do this for you, usually within a week or two.

Setbacks and height limits

Zoning is not the only constraint. Building lines from the road, distance from rivers and the coast, and height limits all apply on top of it, and they can make a nominally buildable plot far less useful than it looks.

What to do with the answer

If the designation does not support your plan, treat the plot as unsuitable rather than assuming a permit can be arranged later. Get the position confirmed in writing before any deposit changes hands, and take independent advice from a licensed notary/PPAT.
